First-Home Buyer Incentives That Still Exist in Canada: FHSA, Home Buyers’ Plan and the $1.5M Insured Cap

General Travis Bannert 25 Oct

Three federal tools still meaningfully help first-time buyers in Edmonton: the First-Home Savings Account (FHSA), which shelters savings with tax-deductible contributions and a tax-free withdrawal for a first home; the RRSP Home Buyers’ Plan (HBP), which lets you withdraw from your RRSP for a first home and repay it over time; and the insured-mortgage framework, which allows insured purchases up to a $1.5M purchase price for eligible buyers. They stack — a couple can use two FHSAs and two HBP withdrawals on one purchase — and sequencing them correctly is worth real money at Edmonton’s prices.

How does the FHSA help, exactly?

You contribute to an FHSA, claim the deduction (in the contribution year or a later year), grow the money tax-free, and withdraw it tax-free when you buy a qualifying first home within the program’s rules and timelines. Unused contribution room carries forward while the account is open. The key discipline is timing: open the account early, because room accumulates from the year you open it, not from the year you turned 18 or started saving. My comparison in FHSA vs RRSP Home Buyers’ Plan shows why the FHSA usually comes first in the sequence.

How does the Home Buyers’ Plan fit alongside it?

The HBP lets each eligible buyer withdraw from their own RRSP toward a first home, with repayment spread over 15 years starting after purchase under the plan’s schedule; missed repayments become taxable income in that year. Funds generally need to have been in the RRSP for the required period before withdrawal, so last-minute RRSP stuffing does not work. Used together, FHSA plus HBP can cover a large share of a down payment at Edmonton’s entry prices — the Q3 2026 standard condo median was $207,700 (Royal LePage).

What does the $1.5M insured cap change in Edmonton?

Insured mortgages — less than 20% down — are available on eligible purchases up to $1.5M, which in Edmonton covers effectively the whole mainstream market, including detached homes at the $529,600 Q3 median. Insured buyers also access the longer amortizations available to first-time buyers and new-build purchasers where they qualify. The trade is the insurance premium, explained in my CMHC mortgage insurance guide.
